بسم الله الرحمن الرحيم..

السادة أصحاب الجلالة والفخامة، ملوك ورؤساء وأمراء الدول العربية والإسلامية.. أحييكم جميعًا بتحية الإسلام.. فالسلام عليكم ورحمة الله وبركاته، وبعد..



فلا شك أننا جميعًا- حكَّامًا ومحكومين- نشعُر بالألم والأسى والحزن الشديد لما تمرُّ به البلاد العربية والإسلامية من أحداثٍ جسام، تهتزُّ لها المشاعر، وتجعل الحليمَ حيرانَ؛ لانتهاك الحرمات، والاعتداء على الأعراض، وقتل الأنفس رجالاً ونساءً وأطفالاً.. فضلاً عن اغتيال المجاهدين لاسترداد حقوقهم المشروعة، بالإضافة إلى تدنيس المقدَّسات والتعدِّي على حدود الله وحرماته، والنَّيل من عقيدة الأمة.



وبالرغم من هذه المصائب إلا أننا نرى صمتًا رهيبًا وسكوتًا غريبًا من حكامنا ورؤسائنا في الوقت الذي تنتظر فيه الشعوب بوجه عام والمجاهدون بوجه خاص من الحكام موقفًا واضحًا قويًا لا يكتفي بالاستنكار والشجْب؛ بل يتعدَّاه إلى المواقف الجادَّة العمليَّة الشجاعة، التي تردع المعتدي حين يرى وحدة المواقف والرُّؤَى، فيرى الجميعَ- وهم على قلب رجل واحد موقفًا وحركةً وتعبيرًا وعملاً- قد حسم الأمور بالوقوف مع حق الشعب الفلسطيني في استرداد حقوقه المشروعة وحقه في الدفاع عن وطنه، والذود عن حياض دينه.



فهلا سمعتم صرخات الفلسطينيين واستغاثاتهم بحكام المسلمين ومناشدتهم مناصرتهم وعونهم ماديًا ومعنويًا ونفسيًا وروحيًا، ووضعتم هذه القضية في بؤرة اهتمامكم؛ انطلاقًا من العقد المبرَم بين الراعي والرعية، والأمانة التي في أعناقكم التي ستُسألون عنها أمام الله، سبحانه وتعالى.. إنكم إن فعلتم ذلك وتترَّستم بشعوبكم افتداكم الجميع بأرواحهم، وسيكون الله معكم، وهو الغالب على أمره، والناصر لدينه، والقائل: ﴿إِنَّا لَنَنصُرُ رُسُلَنَا وَالَّذِينَ آمَنُوا فِي الْحَيَاةِ الدُّنْيَا وَيَوْمَ يَقُومُ الأَشْهَادُ﴾ (غافر: 51).



لقد عاشت الشعوب في وهْم السلام ومعاهداته التي كبَّلت الشعوب، وسلبَت من أجل هذا الوهْم الحرمات، وجمَّدت المساعدات، وسنَّت القوانين التي تحول بين المواطنين وعونهم المادِّي للمجاهدين، وهاهو ذا النظام الأمريكي يكشف عن وجهه الكالح وصهيونيته الواضحة بدعمه الدائم والمستمر للكيان الصهيوني المخادع، ولا أدلَّ على ذلك من وعد "بوش" الأخير- منذ أيام- لشارون، والذي أسقط فيه حق الفلسطينيين في العودة لديارهم، وأقرَّ بحق الكيان الصهيوني بالاحتفاظ بمستوطناته في الضفة الغربية، ودعوته للدول العربية بقبول الأمر الواقع، فحقَّ لشارون أن يستمر في سياسته المتمثِّلة في الفصل العنصري والجدار الذي التَهَم ممتلكات الفلسطينيين بزروعها وضروعها وكل ما يملكون.



لقد أنهى "بوش" جميع معاهدات السلام التي كان يدَّعي أنه راعيها، وأعطى صكًّا وشيكًا على بياض لشارون أن يفعل بالفلسطينيين ما يشاء، ورفع شعار (حرب الإرهاب) مبررًا له في كل ما يفعل؛ فماذا بقي من معاهدات الاستسلام هذه؟! أبَقِي خيارٌ آخر بعد كل ما حدث غير خيار المقاومة؟!



ماذا بعد أن بدت العداوة والبغضاء والحرب التي أعلنوها، ولسْنا نحن الذين بدأناها.. ونحن أحوج ما نكون اليوم- حكامًا ومحكومين- أن يحقق حكامنا الالتحام مع شعوبهم وأبناء أمتهم يفسحون لهم مجال العمل الجهادي، ويتيحون لهم فرص المواجهة والتلاحم على خط الجهاد لاسترداد الحقوق والدفاع عن الأرض والعرض، وعن مصالح أوطاننا؟!



إننا جميعًا في خندق واحد نعمل لنصرة هذه الأمة، والمحافظة على قوتها، وصيانة أرواحها ودمائها، ولن تجدوا أوفى من أمتكم لكم، فهي معكم إن لاح منكم استجابة لمطالبها في معيشة حرة آمنة، يسود فيها الحق والعدل والحرية، ويختفي منها عوامل الخوف على اليوم والغد، في حرية وأمن ورأي مسموع، ومشورة في كل قضاياها، دون ترويع أو مصادرة، أو سن قوانين تقيد حريتها وتشلُّ حركتها، وتمنعها من نصرة إخوانها في كل أرض يُضطَّهدون فيها.



يا حكامنا.. ها نحن- الشعوب- نمد أيدينا لنتعاون، فكونوا عند أمانينا أنكم لكل أفراد أمتكم، تحمون الأرض والعرض، وتكون لكم وقفات حاسمة مع أعداء قضاياها، وقفات سياسية واقتصادية وتعاملية، تسعدون بأمتكم وتسعد بكم.



إن دماء الشهيد "أحمد ياسين"، ورفيقه الشهيد "عبدالعزيز الرنتيسي"، وكل الشهداء في فلسطين- التي رسمت طريق الجهاد والاستشهاد، وأحيت روح المقاومة- تهيب بكم أن تعلنوها وقفةً مدوية أمام العدو، فتفتحوا الحدود للمجاهدين، وأن تعلنوها وحدةً بين الشعوب المتعطشة للتضحية وبين الجيوش الظامئة للدفاع عن العقيدة والوطن والهوية.



يا حكامنا، شعوبكم تريد منكم أن تستجيبوا لمطالبها، التي منها:

1- عقد مؤتمر للقمة تُدعى إليه الدول العربية والإسلامية لتحقيق معنى الوحدة، والاتفاق على موقف واحد يتناسب والأحداث التي تعيشها الأمة.



2- قطع العلاقات مع العدو الصهيوني، ووقف التعامل معه على كل المستويات.. السياسية والاقتصادية والثقافية وغيرها؛ لمحاصرته وشلِّ حركته ولفظه.



3- دعم المقاومة في فلسطين بالمواقف السياسية، وبالمعونة المادية، وتزويدها بالسلاح كما تفعل أمريكا مع الصهاينة.



4- تجميد العلاقات مع أمريكا التي ترعى الصهاينة وتساندهم ظلمًا وزورًا وبهتانًا.



5- إلغاء معاهدات السلام المزعومة والمبرمة مع العدو الصهيوني بعد أن أهدرها شارون، وألغاها راعي السلام المزعوم "بوش" أمريكا.



6- دعوة مجلس الأمن لعقد جلسة طارئة في أقرب وقت لاتخاذ قرار بإدانة وعقاب الصهاينة على أفعالهم التي تهدد السلام والأمن العالمي.



7- دعوة دول الاتحاد الأوروبي إلى اتخاذ المواقف العادلة التي تتطلَّبها تصرفات الصهاينة البربرية، والتي تُنذِرُ بعواقب وخيمة، وتُزيد من فرص تنامي العنف والإرهاب في العالم.



هذه هي بعض مطالب الشعوب، وتلك هي الحالة التي نعيشها نحن وأنتم، فاقدروا الأمر حق قدره، وكونوا عند ظنِّ شعوبكم بكم، واللهَ أسألُ أن يجمعنا جميعًا على كلمة سواء ويهدينا سبلنا.. ﴿فَسَتَذْكُرُونَ مَا أَقُولُ لَكُمْ وَأُفَوِّضُ أَمْرِي إِلَى اللَّهِ إِنَّ اللَّهَ بَصِيرٌ بِالْعِبَادِ﴾ (غافر: 44)

الترجمة الانجليزية للرسالة:




The Message of the Guide General of Muslim Brotherhood to the Kings and Presidents of Arab and Muslim Countries



In the Name of Allah the Most Magnificent the Most Merciful:
Their highness kings, princes and presidents of the Arab and Muslim countries…I greet you with the Islamic greeting: peace on you and the mercy of Allah

Undoubtedly, all of us- rulers and ruled- are grief-stricken for the calamities which our Arab and Islamic countries undergo, affecting the feelings and dazzling the minds for the violating the sacred and killing men, women, and children in addition to assassinating the Mujahideen who fight to restore their legitimate rights; also doing harm to the holy places, violating the ordains of Allah and belittling our Faith



With all these calamities occurring, we observe a complete silence from the rulers who are expected by people –particularly the Mujahideen- to have a clear and strong stance which goes beyond the stage of condemnations and protests to the stage of the courageous practical stances which deter the aggressor and face this aggressor with unified views and approaches for supporting the right of the Palestinian people to restore their legitimate rights, to defend their homeland and to defend their religion



I ask you to respond to the cries the Palestinians and their calling for and material and spiritual help and support. I ask you to give due concern to this cause according to the contract between the ruler and the ruled and according to responsibility you will be asked about before Allah- Most High. If you do this, all people will sacrifice their lives for you :"We will, without doubt, help Our messengers and those who believe, (both) in this world"s life and on the Day when the Witnesses will stand forth" Holy Koran.S.40.51



The nations lived under the false impression of peace and its treaties which fettered them; for the sake of this deceiving peace, the holy places were harmed, supports and relief were prohibited, laws which prevent people from supporting the Mujahideen were ratified. The American regime is uncovering his Zionist loyalty to Israel with the continuous support to the deceitful Zionist Entity. This is manifested in the Bush"s recent promise to Sharon in which he cancelled the Palestinian right of return and approved the Zionist right to keep Zionist settlements in the West Bank and calling the Arab countries to accept the status quo. He gave Sharon the right to continue his policy of apartheid and the fence which swallowed the lands of the Palestinians



Bush cancelled all the peace treaties which he claimed to sponsor, gave Sharon an unconditioned approval to do whatever he wishes with the Palestinians and raised the slogan of (War on Terrorism) to justify whatever he wants to do; what has remained from the these "surrender treaties"?!! There has remained no choice but the choice of resistance



What will we do after they publicly declared enmity, hatred and war against us?! It was they not we who began the war.
We are badly in need for a union between the rulers and the ruled, giving the Muslim youth the opportunity for Jihad to restore the rights and defend the homelands



We are in the same trench to support the Ummah and preserve its powers. You won"t find anyone more faithful than your Ummah who will support you if you accepted her requests of a free and secure life with right, justice and freedom prevailing and factors of fear ending: also apply Shura in all subjects without terrifying people and ratifying laws which prevent the Ummah from helping their brothers in all the occupied lands



O our rulers, we– the ruled– are stretching our hands to co operate ; we ask you to rise to the level of our hopes and be defenders of all members of your Ummah and have decisive stances with the causes related to the enemies: political, economic and relational stances to please your Ummah and the Ummah be pleased with you



The blood of Ahmed Yassin, his companion Doctor Al-Rantissi and all the Martyrs of Palestine who took the path of Jihad and Martyrdom and revived the resistance, ask you to open the borders for the Mujahideen and declare the union among the nations which strive to sacrifice and the armies which want to defend the Faith, the Homeland and the identity



O our rulers, the nations want you to accept their request foremost among which are

First: holding a summit conference for the Arab and Muslim Nations to achieve union and to agree on a unified stance which rises to the level of the events

Second: Boycotting the Zionist enemy and stopping dealing with this enemy on all levels… politically, economically, culturally…etc to siege and cripple him

Third: Supporting the resistance in Palestine with political, and material stances and providing the Mujahideen with military equipment; America does this with Israel

Fourth: Freezing relations with America which unjustly sponsor and support the Zionists

Fifth: Canceling the Peace treaties with the Zionist Entity after Sharon and the president of America- who claims to be a sponsor of peace- violated it

Sixth: Asking the Security Council to hold a temporary meeting as soon as possible to decide on a resolution to condemn and punish the Zionist Entity for his deeds which threaten international peace and security

Seventh: Asking the UN countries to have just stances suiting the barbarian Zionist deeds which may lead to bad outcomes and the exacerbation of terrorism all over the world



These are some of the requests of the nations; these are the conditions under which we live. Give these causes due concern and rise to the level of responsibility before your people. I ask Allah to summon all of us on the same religion and to guide us:
"Soon will ye remember what I say to you(now). My (own) affair I commit to Allah: for Allah (ever) watches over His Servants" Holy Koran. S.40.44
