ADL Calls for Investigation of American Organization Alleged to Provide Financial Aid to Families of Terrorists in Israel
New York, NY, ...The Anti-Defamation League (ADL) today urged the Justice Department to promptly investigate allegations that an American organization, the Holy Land Foundation of Richardson, Texas, has been providing monthly stipends to the families of terrorist suicide bombers in Israel, the West Bank, and Gaza.

Abraham H. Foxman, ADL National Director issued the following statement:

If these allegations are true, the Holy Land Foundation has violated provisions of the 1996 omnibus anti-terrorism law, which prohibits financial and other support for designated foreign terrorist organizations - including Hamas and Hezbollah. The new law also provides an opportunity for law enforcement authorities to fully investigate the American-based conduits and front-groups for these foreign terrorist groups.

Providing monthly stipends to the families of indiscriminate murderers is appalling and encourages others to take similar actions in the future. Should the allegations prove true, those responsible at the Holy Land Foundation are in clear violation of U.S. law and should be prosecuted fully.

ADL has closely tracked the threat of international terrorism. In conjunction with its affiliated Leon and Marilyn Klinghoffer Memorial Foundation and the William and Naomi Gorowitz Institute on Terrorism and Extremism, the League works to combat international and domestic terrorism through educational, political, and legal means. The League played a lead role in promoting enactment of tough, comprehensive anti-terrorism legislation in 1996.

Background on the Holy Land Foundation
The announcement by Israeli authorities of the December 1997 arrest of Muhammad Othman (aka Rahman Anati), the director of the Holy Land Foundation in East Jerusalem points to the link between the Texas-based Holy Land Foundation and its apparent counterpart located in Israel. Othman was arrested for reportedly distributing thousands of dollars in monthly stipends to the families of Hamas suicide bombers and jailed Hamas activists. In May 1997, Israel officially banned the Holy Land Foundation as a front organization for Hamas.


The Richardson, Texas-based Holy Land Foundation (HLF), formerly known as the Occupied Land Fund (OLF), is a non-profit, charitable organization that has been active in raising funds for Palestinian Muslims in Israel, Lebanon, and within the territories controlled by the Palestinian Authority.


Established in Los Angeles, California in 1987, the OLF was initially active in raising funds for what it viewed as Muslim victims of the Palestinian uprising. The OLF changed its name to the Holy Land Foundation for Relief and Development in 1991 and moved its offices from California to Texas in 1993.


In March of 1991 the HLF collected funds as part of a campaign organized by the Islamic Association for Palestine (IAP), a Dallas, Texas-based group that has distributed official Hamas literature in the United States. The IAP fundraising letter encouraged Muslims in the United States to support the Palestinians' effort to liberate "Palestine" through the Palestinian uprising or intifada. The appeal characterized the Palestinian uprising as a "jihad," or holy war, a term regularly used by Hamas. The IAP called upon its members to send funds to the Occupied Land Fund in Los Angeles.


The HLF has a second office in Paterson, New Jersey and also solicits funds through a website on the Internet.
